Sen. Enrile, Rep. Belmonte get top posts in 15th Congress
Senator Juan Ponce Enrile will reprise his role as the president of the Senate of the Philippines, after a majority of the senators on Monday voted for him.
Enrile was elected on the floor of the 15th Senate during the official opening of its session Monday morning. Senator Franklin Drilon, also a former Senate president, presided over the election of the new head of the chamber.
Meanwhile, the House of Representatives voted overwhelmingly, 227 against 29, for Quezon City Rep. Feliciano Belmonte Jr. as the House Speaker.
Liberal Party (LP) secretary general and Cavite Rep. Joseph Emilio Abaya nominated Belmonte, who went up against Albay Rep. Edcel Lagman of Lakas-Kampi-CMD. All in all, 258 House members attended the opening of the session. (See: Rep. Belmonte elected as House Speaker)
At the Senate, Enrile went up against Senator Alan Peter Cayetano, who was nominated by Senator Joker Arroyo.
Arroyo admitted that he nominated Cayetano "out of necessity" and "out of need."
"We must maintain a healthy Senate ... a Senate not beholden to anyone," he said during the election.
Among the 20 senators present on Monday, Enrile received 17 of the votes while Cayetano received three votes from Enrile, Arroyo, and Senator Pia Cayetano.
Only Senator Miriam Defensor-Santiago was absent.
Senate unity
Enrile said his "triumph" was not his alone. "It also signals the unity that is needed by our country today... a sign of the merging spirit in our land and our nation," he said.
He said his election effectively united contending parties in the chamber. "We have set aside the partisan political divide that separates us to arrive at the consensus to elect the head (of the Senate)," he said.
Senator Francis Pangilinan of the Liberal Party and Senator Manuel Villar of the Nacionalista Party, who were early contenders for the Senate presidency, backed out of the race when none of them could muster enough votes to bag the post.
Meanwhile, Senator Jose "Jinggoy" Estrada was unanimously reelected as the Senate Pro Tempore. Estrada was nominated by Senator Ramon "Bong" Revilla Jr.
He said the reelected Senate Pro Tempore will "complement" the leadership of Enrile and will "articulate" the sentiments of the Filipino people.
Senator Vicente "Tito" Sotto III was unanimously voted as the majority floor leader and chairman of the Senate committee on rules, while Cayetano was elected as minority floor leader.
Incumbent Senate secretary Emma Reyes and sergeant-at-arms Jose Balajadia Jr. were also reelected by all the senators present during the session.
The Senate session was opened by Reyes upon the instruction of Enrile, who said the move was meant to remove doubts that he was "clinging" to power as the previous head of the chamber.
After the opening of the session, Senator Edgardo Angara led the opening prayer while the Senate choir sang the Philippine national anthem.
Vice President Jejomar Binay and former president Joseph Estrada were present during the session.
Pangilinan withdraws Senate bid
Just weeks ago, Pangilinan was touted as the front-runner in the Senate presidency race.
However, on the eve of the opening of the 15th Congress, Pangilinan announced Sunday that he is withdrawing from the Senate presidency race. He said that pursuing the bid would only keep the chamber “fragmented and disunited."
“Much as I would like to go down fighting, I realize that to continue with my bid would keep the Senate fragmented and disunited. The disunity must now end. I believe I can help make it happen by voluntarily stepping aside," Pangilinan said in a statement on Sunday.
“After prayer and reflection, consulting my family and our Senate allies, I have decided to withdraw from the race in order to pave the way for the senators to choose another from our ranks who can unite us," he said.
Pangilinan belongs to the Liberal Party, the political group of newly elected President Benigno “Noynoy" Aquino III. The only other LP members in the Senate are Senators Franklin Drilon, Ralph Recto, and Teofisto Guingona III.
In withdrawing from the race, Pangilinan admitted that he could not get the 13 votes needed to get elected Senate president.

The meltdown, which Barton blamed on botched dental surgery, came two years after she was charged with driving under the influence, stemming from a December 2007 arrest in Los Angeles. But the actress is determined to turn her career around and clean up her act and she's starting her health kick by giving up booze.

Cheryl Presser claims the actress is really struggling with life behind bars and can't stand the taunts from inmates who share the same area of Lynwood Correctional Facility in California.
The former inmate tells PerezHilton.com that prisoners chant Lohan's 'firecrotch' nickname as the "Mean Girls" star tries to get to sleep and those in the cells closest to her can hear her sobbing. Presser says, "Lindsay would lie there shivering all night, crying and covering her face with her hands. Her wailing was keeping everyone awake... She had a hysterical fit, crying and yelling, so she got put in isolation."
But it's not all bleak news behind bars for Lohan - her lawyer insists the actress has made friends in jail. Shawn Chapman Holley says, "She has made friends and the deputies have treated her respectfully (and she them)."
Lohan surrendered to authorities and began her 90-day jail stint last week. Her time has already been cut short and she is expected to be released at the beginning of August. The actress was jailed after violating probation stemming from a 2007 DUI arrest.

Christina Applegate to Launch Cancer Charity in September
Cancer survivorChristina Applegate is launching a charity to help at-risk women who can't afford the proper preventative care. The Anchorman star will launch Right Action For Women in September this year and hopes the project will aid women get any cancer detected early.
She tells WENN, "It's a program giving financial aid to high-risk women who can't afford to get MRIs, which is how I found my cancer. It's unfortunate that insurance companies (in America) don't cover the cost of that. It's such an incredible device because you can find it at an early detection stage. We started our pilot program and started helping women already, even though we aren't launched."
"The other aspect of the programme is to do genetic counselling and help women understand what being high-risk means, and understanding what foods are good for their bloods and how to prevent this disease from happening. That has been my mission."

Piolo addresses his son’s alleged disapproval of KC
Actor Piolo Pascual finally gave a statement about the rumor that his son, Iñigo, disapproves of the former’s relationship with actress KC Concepcion.
Reports came out early July that Piolo’s 13-year-old son allegedly tweeted and even posted a video of himself on YouTube declaring his dislike for KC, whom the actor is said to be courting.
Piolo’s official statement on the matter was aired on “The Buzz” on July 25. It read:
“I’m really sorry for whatever pain or hurt we’ve caused anybody because of the things that have been said about other people. I have to make sure I got the right info as to who was spreading the text messages or tweeting using my son’s name.
“Firstly, my son doesn’t have a Twitter account, his Facebook has been hacked. He never texted anybody to malign Katrina [KC]. He has also received prank calls from different people even while in the States…
“Whoever is using my son’s name to ruin relationships, please refrain from doing so or we may seek legal counsel. My son is still a minor and a private individual.
“I’d like to apologize to Katrina and her family. Thank you for standing by me through this situation. I appreciate your support and maturity in handling this matter. Again, my apologies.”
Piolo’s statement was prompted by KC’s mother, Megastar Sharon Cuneta, who defended her daughter from the rumor on July 22 during the press conference for her forthcoming concert, “Megadrama.”
“I think ang bata, hindi mo masisisi… Ayoko magcomment sa kanila kasi di ko alam ang pagpapalaki sa… ang sasabihin ko na lang, ang pagpalaki ng anak ko…
“It’s unfair kasi disenteng bata si KC. At di pa sila opisyal ni Piolo pero matagal na silang nagkikita. Sana tantanan nila ang anak ko… unfair sa anak ko na wala namang ginagawa kahit kanino… at saka si KC is a very sweet person,” Sharon said.
The Megastar theorized that if the negative tweets about KC were really Iñigo’s, she does not blame him but instead, the “environment” he grew up in.
“I don’t think you can put the blame on someone who has just become a teenager… siguro nasa environment,” Sharon said.
Speaking about KC who witnessed the disintegration of her marriage to actor Gabby Concepcion [KC’s father], Sharon said that she ensured in raising her that “ayokong lumaki ang anak ko na galit sa mundo.”
Sharon called on Piolo to speak up about the issue.
“I’m waiting to see and hear what Piolo has to say about it. Alam kong mahirap mapagitna pero it’s unfair to KC,” she said.
In a rare show of sternness, the Megastar emphasized that she will not take such matters lightly, especially when these concern her daughter.
“Nanay din ako, anak ko si KC… sarili ko, pag nasaktan, pwede ako tumahimik. Pag sumobra na siguro… parang leon na nanay na protective ka sa cubs mo… at wala ng mas magleleon pa sa akin.”
Prompted to share her thoughts on Piolo’s statement, KC broke into tears.
“I know that PJ [Piolo] is a very good father at ginagawa niya ang lahat to be the man that his son needs kasi lumaki si PJ na walang tatay so gusto ni Piolo maging mabuting ama sa anak niya. Hindi pa confirmed na yung anak niya ang nagsulat [pero] naiintindihan ko si Iñigo kung yun talaga siya, kung siya talaga yan.
“Nakikita ko yung batang yan nung bata ako--ako po yung nasa lugar niya. Siyempre, mahirap naman na mahal na mahal mo yung mga magulang mo… mahirap makita na magkahiwalay sila… mahirap din i-accept kung sino man ang napapalapit sa magulang mo…
“Pero I hope it’s not him. Dahil hindi naman ako naniniwala na kayang magsalita ng anak ni Piolo Pascual ng ganyan kasi mabuti namang ama si Piolo,” KC said.

Arroyo to monitor SONA from Hong Kong
MANILA, Philippines—Pampanga Representative Gloria Macapagal-Arroyo will keep an eye on the proceedings of the first State of the Nation Address (SONA) of President Benigno Aquino III from Hong Kong, her spokesperson said Monday.
Insisting anew that the trip was not meant to avoid Aquino’s speech, which promised to uncover anomalies of the Arroyo administration, Elena Bautista-Horn said the former president would have been present in the SONA if she had a choice.

Palace: Snubbing SONA won’t make Arroyo 'unaccountable'
Snubbing her successor’s first State of the Nation Address (SONA) will not take away former President Gloria Macapagal-Arroyo’s accountability for the alleged irregularities committed during her nine-year term, Malacañang said.
Presidential Communications Group official Herminio Coloma said Monday that Arroyo, now a congresswoman from Pampanga, will subject herself to “judgment" by her constituents if she snubs the SONA of President Benigno Simeon Aquino III.
“Siya ay kinatawan ng kanyang distrito sa Pampanga. Tungkulin niya maging present sa SONA. Pero kung inaakala niyang may mas mahalagang dapat niyang pagtuunan ng pansin tulad ng kalusugan ng kanyang kabiyak bayaan natin ang kanyang constituents na magbigay ng pasya kung tama nga o hindi tama ang ginawa ng kanilang kinatawan (She represents the people of Pampanga. It is her duty to be present at the SONA. But if she believes being with her husband is more important, we leave it to her constituents to judge her)," Coloma said in an interview on dzXL radio Monday.
“Kahit siya ay wala roon, hindi naman mabubura ang realidad na ilalahad ng ating Pangulo sa anomalyang naganap sa kanyang administrasyon. Saan siya naroroon naroon ang realidad at di ito maiwasan o matakasan (Even if she does not attend the SONA, the irregularities attributed to her administration will not be erased. Wherever she is when President Aquino delivers his SONA, the reality is there and she cannot escape it)," he added.
Aquino, who will deliver his SONA before the 15th Congress later in the day, promised to bare “shocking" details of alleged irregularities committed under Arroyo’s administration. Aquino is also set to create a Truth Commission to look into these alleged crimes.
On Sunday, presidential spokesman Edwin Lacierda said Aquino may spend some one-third of his SONA detailing the alleged irregularities committed under the Arroyo administration.
Arroyo had earlier said she will not attend the SONA to accompany her husband Jose Miguel Arroyo in Hong Kong.
Coloma also responded to calls from Arroyo’s camp to get the right facts about the budget.
“Kasama yan sa pananagutan ng bawa’t pinuno na tama ang datos at inilalahad. Di pwedeng nanghuhula lang at lahat na ilalahad ay batay sa natuklasang datos at official record (It is part of a leader’s responsibility to get his facts right. A leader cannot afford to guess. He will base his data on official figures and records)," he said.
No excuses
Meanwhile, Coloma said Aquino will not make any excuses or appeal for understanding at his SONA because the President is already working on finding solutions to the country’s problems.
“Hindi naman yan ang pangunahing layunin. Ang pangunahing layunin malaman ang katotohanan (Seeking understanding and patience is not his main objective. The main aim of his SONA is to disclose the truth)," he said.
Coloma also said Aquino does not need calls to act on the nation’s problems because he already adopted a “sense of urgency" in dealing with national problems.
“Meron naman tayong sense of urgency. Di naman iniindang ang kabigatan ng problema hinaharap ito. Di yung more time or more patience ang focus ng ating pangulo kundi malaman talaga para maging gabay sa ating aksyon maging gabay sa pagkilos ng mga lingkod bayan natin para di dapat dumaan sa landas ng katiwalian (We are working with a sense of urgency. We do not take the nation’s problems lightly. He will not ask for more time or more patience. He just wants his SONA to lay the groundwork for actions by concerned government officials so they can be guided and avoid the path of corruption)," he said.

Traffic heavy for SONA, re-routing scheme implemented
MANILA, Philippines—Traffic has started to become heavy en route to Batasang Pambansa for President Benigno Aquino III’s State of the Nation Address Monday afternoon.
Motorists bound for Fairview via the Quezon Memorial Circle have been advised to abide by the following re-routing scheme being implemented by the Quezon City police district (QCPD):
* Northbound vehicles or vehicles coming from Quezon Memorial Circle going to Fairview must take the U-turn slot fronting Jocfer Building, and use part of the opposite lane, under the direction of traffic officers, up to the U-turn slot in San Simon Street fronting the Commission on Audit (CoA) building.
* All vehicles must take the U-turn slot at San Simon (Riverside) to go back to normal traffic flow towards Fairview. Vehicles of VIPs’ with authorized car passes will pass through the U-turn Slot in front of St. Peter Church going to the Batasan Complex.
*For southbound vehicles or those coming from Fairview going to Quezon Memorial Circle, traffic flow will be normal. However, motorists are advised to be very patient and bear with the temporary inconvenience, particularly if traffic is slow-moving than the usual.
Adding to the traffic jam is the massing of protesters who will be holding a program along Commonwealth Avenue.
QCPD director Chief Superintendent Benjardi Mantele said sufficient security and traffic personnel have been deployed to assist motorists who are affected by the heavy traffic.
A total of 7,800 policemen have been deployed to secure the vicinity and the actual venue of the Sona, Mantele said. Eight closed circuit television cameras are also strategically placed along Commonwealth Avenue, he said.

Militant groups made last-minute attempts on Monday to defy the no-rally rule near President Benigno Simeon Aquino III's Quezon City home, but were thwarted in their initial attempts.
Radio dzBB’s Allan Gatus reported that a group of militant students tried to jog near Aquino's Time Street home but Quezon City police blocked their path.
"Commit emergency bonds to education! ... Regulate tuition and fee increases!" read makeshift messages posted on their shirts, according to a separate report on dwIZ radio.
The students were from the National Union of Students of the Philippines, League of Filipino Students and College Editors Guild of the Philippines, the report said.
Unable to get near Aquino’s house, the protesters resorted to stationary jogging and stretching in front of the police, the report said.
The morning activity of the protesters came hours ahead of Aquino's State of the Nation Address later in the afternoon at the Batasan Pambansa complex in Quezon City.
Since last week, Quezon City police had declared Aquino's house a no-rally zone.
Meanwhile, security was likewise tightened around Malacañang, according to a report by dzBB’s Carlo Mateo.
